1:3. מִי־בָכֶם מִכָּל־עַמּוֹ יְהִי אֱלֹהָיו עִמּוֹ וְיַעַל לִירוּשָׁלִַם אֲשֶׁר בִּיהוּדָה וְיִבֶן אֶת־בֵּית יְהוָה אֱלֹהֵי יִשְׂרָאֵל הוּא הָאֱלֹהִים אֲשֶׁר בִּירוּשָׁלָםִ ׃

1:3. ג מי בכם מכל עמו יהי אלהיו עמו ויעל לירושלם אשר ביהודה ויבן את בית יהוה אלהי ישראל--הוא האלהים אשר בירושלם

1:3. ‏מִֽי־בָכֶ֣ם מִכָּל־עַמּ֗וֹ יְהִ֤י אֱלֹהָיו֙ עִמּ֔וֹ וְיַ֕עַל לִירוּשָׁלִַ֖ם אֲשֶׁ֣ר בִּיהוּדָ֑ה וְיִ֗בֶן אֶת־בֵּ֤ית יְהוָה֙ אֱלֹהֵ֣י יִשְׂרָאֵ֔ל ה֥וּא הָאֱלֹהִ֖ים אֲשֶׁ֥ר בִּירוּשָׁלִָֽם׃

1:3. Anyone from his people among you (may his God be with him!) may go up to Jerusalem, which is in Judah, and may build the temple of the LORD God of Israel— he is the God who is in Jerusalem.

1:3. Any of you who are his people may go to Jerusalem in Judah to rebuild this Temple of the LORD, the God of Israel, who lives in Jerusalem. And may your God be with you!

1:3. The Lord is the God of Israel, the God who is in Jerusalem. If any of God's people are living among you, I pray God will bless them. You must let them go to Jerusalem in the country of Judah. You must let them go build the Lord's Temple.
